Ed Peters talks Canon Law and Gov. Andrew Cuomo

The Bishops of New York recently issued a statement concerning gay "marriage" bill just signed in that state:

Statement of the Bishops of New York State on SSM

June 24, 2011

The following is a statement from Archbishop Timothy Dolan and the bishops of New York State:
The passage by the Legislature of a bill to alter radically and forever humanity’s historic understanding of marriage leaves us deeply disappointed and troubled.

We strongly uphold the Catholic Church’s clear teaching that we always treat our homosexual brothers and sisters with respect, dignity and love. But we just as strongly affirm that marriage is the joining of one man and one woman in a lifelong, loving union that is open to children, ordered for the good of those children and the spouses themselves. This definition cannot change, though we realize that our beliefs about the nature of marriage will continue to be ridiculed, and that some will even now attempt to enact government sanctions against churches and religious organizations that preach these timeless truths.

We worry that both marriage and the family will be undermined by this tragic presumption of government in passing this legislation that attempts to redefine these cornerstones of civilization.

Our society must regain what it appears to have lost – a true understanding of the meaning and the place of marriage, as revealed by God, grounded in nature, and respected by America’s foundational principles.”

Canon lawyer discusses questions surrounding Catholic Gov. Andrew Cuomo's actions
A little lesson in canon law from blogging canonist, Ed Peters concerning the actions of Gov. Andrew Cuomo in the recent approval of gay "marriage" in New York.

Some may feel that it is none of the Church's business what Cuomo does.  It's true that he can make choices for himself, and he can choose to govern as he pleases. God has given all of us a free will.  But, the Church has a right, and even a duty, to offer clarity when those actions are not in harmony with the Gospel and Church teaching, lest others be led into scandal.  This is especially true, when one uses their Catholic status in discussions (the Pelosi-special) or is well-known to be a Catholic. This is explained by Dr. Peters.

In his footnotes, I especially like his drawing our attention to a 1962 case in which several lay people were dealt with for creating a resistance against desegregation of archdiocesan schools (see his footnotes).

Ed first starts out with a few points since the secular news media has misrepresented him and his position so many times. Do follow the link to read his full post to get a complete understanding.

What canonical consequences might Andrew Cuomo face now?

Reminder: 1. This website offers my* commentary on the canonical implications of certain news events. 2. My regular readers are familiar with sound Catholic thought in such areas as, for example, the nature of marriage, the moral parameters of private and governmental decision-making, personal sin and public scandal, the theology of holy Communion, and the basic role of canon law in the Church, and so I do not lay the kinds of foundations in such matters that one engaged in, say, apologetics would otherwise have to provide. 3. If anyone finds himself insufficiently familiar with some of the Catholic terminology and concepts assumed in this discussion, I would urge study of the pertinent passages in the Catechism of the Catholic Church or consultation with the auctores probatos.

The Catholic Church, drawing upon the teachings of Jesus Christ and echoing Natural Law, holds that marriage is possible only between a man and a woman and, consequently, that only men and women who have undertaken to live in such a relationship should be recognized and treated as married. The male-female requirement for marriage is an unalterable teaching of the Church and, while it might be subjected to ridicule by some nowadays, it is not subject to revision by either Church or State. Moreover, unlike some teachings of the Church that have no practical implications in the civil arena, that teaching which holds marriage possible only between a man and a woman has vital ramifications for civil society and—long story omitted—for those Catholics privileged to be especially charged with caring for the common good through political institutions.

CNSNews: Vatican Canon Law Adviser: NY Governor Andrew Cuomo Should Be Denied Communion

Ed Peters, JD, JCD, who teaches locally at Sacred Heart Major Seminary, and who is a consultant who serves the Apostolic Signatura, has been interviewed Michael Chapman of CNSNews about a fairly recent incident in which Gov. Andrew Cuomo was given Holy Communion by Bishop Hubbard, when it is pretty much public knowledge that he has been co-habitating with Food Network's Sandra Lee.

Archbishop Raymond L. Burke on dissenting Catholics; role of bishops in curbing

You will want to read the entire article.  Here is just a nibble of what Archbishop Raymond L. Burke had to say in his address at  Human Life International gathering...

The American prefect of the Apostolic Signatura began by pointing out that society is experiencing "a period of intense and critical struggle" in advancing a culture of life, made worse by temptations to relativize the authority of the magisterium.
"Man is tempted to view the magisterium in relation to his individualism and self-pursuit," he told the large gathering of representatives belonging to the pro-life movement. Referring to the popularly known phrase "cafeteria Catholicism," he called first and foremost on bishops to uphold the natural moral law, reminding them of Benedict XVI's exhortation to bishops "to be aware of the challenges of the present hour and have the courage to face them."
Noting that the bishop, as chief teacher of faith and morals in the diocese, carries an especially "heavy and constant burden" in providing sound teaching that safeguards all life, he stressed that obedience to the magisterium is a virtue, one obtained "through the practice" of such obedience.
"When shepherds of the flock are obedient to the magisterium entrusted to their exercise, then surely the numbers of the flock grow in obedience," he said. "If the shepherd isn't obedient, the flock easily gives way to confusion and error." Quoting the Prophet Zechariah, he said the shepherd can be "especially tempted" by the assaults of Satan who, "if he can strike him, the work of scattering the flock is made easy."
"Faith is first of all personal adherence of man to God," underlined Archbishop Burke, and recalled the words of a wise professor of canon law he knew who would often tell his classes: "Where there are problems of chastity, there are problems of obedience." Rebellion against the moral truth, Archbishop Burke noted, "is a rebellion against God and all that he teaches us."

Canonist Ed Peters: One canon 915 case at a time: Nancy Pelosi

Ed Peters, J.D, J.C.D, in his great blog, In Light of the Law, offers some thoughts about the application of Canon 915 with regards to those who "obstinately persevering in manifest grave sin".

One canon 915 case at a time: Nancy Pelosi
Some who believe that Canon 915 is meant to be enforced might yet harbor reservations about actually barring from Communion this pro-abortion Catholic politician or that one, for fear of igniting endless debates about why one does not also bar that pro-abortion Catholic politician or this one. The prospect of being criticized for "imperfectly" applying the law might cause some prelates otherwise inclined to invoke the law to hesitate doing so.

I understand their concern, and have argued elsewhere that enforcement of Canon 915 is not as simple as some seem to believe. But, lest the perfect become the enemy of the good, I am convinced that one has to start what one might call the 'national application'* of Canon 915 somewhere, and that the best case to start with is that of Speaker of the House Nancy Pelosi.

Pelosi and St. Joseph - Doh!

Never a dull moment with dissenting Catholic Nancy Pelosi trying to win-over fellow Catholics to the health care reform which includes the biggest expansion of abortion coverage in history. She invokes "St. Joseph the Worker" on his feast day. I won't be surprised someday to hear her claim that Jesus Himself has endorsed Hell as a great place to go.

There are just a few major problems with what she said:

FACTS ABOUT ST. JOSEPH

1) It was the Solemnity of St. Joseph (March 19), not the Memorial of St. Joseph the Worker (May 1). Ok, minor mix-up, but "devout Catholic" Italians know the difference.

2) St. Joseph is the patron of the unborn. St. Joseph protected his family, and in particular, the infant Jesus.

3) St. Joseph is the patron of expectant mothers.

4) St. Joseph is the patron of families.

5) St. Joseph is also the patron of people who fight communism (ok, so I'm sure those who fear socialism in the US can also pray to St. Joseph)

Classic Cardinal Arinze on Pro-Abort Catholic Pols and Holy Communion

H/T to LifeSiteNews

In related news, you may want to look at the analysis Fr. Z has done of some content on the website of "Catholic Democrats".  Question: If a Catholic bishop speaks out against the position of a Catholic politician on the matter of abortion, is it fair to say that the bishop is just siding with the Republican party?  Read Fr. Bishop Tobin badgered in lecture billed as interview on MSNBC's Hardball

MSNBC billed it as a Chris Matthew's interview of Bishop Tobin over the Patrick Kennedy matter.  It turned out to be a badgering lecture cloaked, as well as a Klingon warship, as an interview.

What happened to the days when dignified, professional journalists like Tim Russert would ask a question, then sit back and let the person answer?  A true interview will involve very few words for the interviewer in contrast to what the person interviewed will offer.

Using the transcript from MSNBC, I filtered the word count for Chris Matthews, then Bishop Tobin.  Chris Matthews spoke about 1530 words and Bishop Tobin managed to get in just over 700.   It was disgraceful and insulting to the intelligence of viewers, as well as to the bishop.

Bill O'Reilly was suppose to have Bishop Tobin on tonight at 8:00 (re-airs at 11:00), but I missed it.  I'm sure we will pick that up on YouTube, as well, tomorrow.

Here is the interview interrogation:

Here is an interview that CNN did which, although imperfect, was an interview which gave the bishop a chance to speak:

Bishop Tobin and his effort to end yet another Kennedy scandal

You might recall back in late October that Representative Patrick Kennedy (D-Rhode Island) said, "the Catholic Church is fanning ‘flames of dissent and discord’ by opposing health bill over abortion funding" in a video interview with Cybercast News Service.

Bishop Tobin, Kennedy's ordinary, didn't waste any time rebuking him over the matter and demanding an apology for his distorted attack (see same link above).

On October 29th, Kennedy said, ""The fact that I disagree with the hierarchy on some issues does not make me any less of a Catholic."

Again, Bishop Tobin responded promptly with a strong open letter in the diocesan paper explaining what it means to be Catholic, then asking whether Kennedy meets even the most basic requirements.  The bishop concluded with an invitation (emphases mine in bold):

Your letter also says that your faith “acknowledges the existence of an imperfect humanity.” Absolutely true. But in confronting your rejection of the Church’s teaching, we’re not dealing just with “an imperfect humanity” – as we do when we wrestle with sins such as anger, pride, greed, impurity or dishonesty. We all struggle with those things, and often fail.
Your rejection of the Church’s teaching on abortion falls into a different category – it’s a deliberate and obstinate act of the will; a conscious decision that you’ve re-affirmed on many occasions. Sorry, you can’t chalk it up to an “imperfect humanity.” Your position is unacceptable to the Church and scandalous to many of our members. It absolutely diminishes your communion with the Church.
Congressman Kennedy, I write these words not to embarrass you or to judge the state of your conscience or soul. That’s ultimately between you and God. But your description of your relationship with the Church is now a matter of public record, and it needs to be challenged. I invite you, as your bishop and brother in Christ, to enter into a sincere process of discernment, conversion and repentance. It’s not too late for you to repair your relationship with the Church, redeem your public image, and emerge as an authentic “profile in courage,” especially by defending the sanctity of human life for all people, including unborn children. And if I can ever be of assistance as you travel the road of faith, I would be honored and happy to do so.
On November 2nd, Kennedy agreed to meet with the bishop on Thursday.  The bishop's office announced on November 10th that the meeting was postponed indefinitely by mutual agreement.

I'm sure we have not heard the last on this.

One of the best opinions I've read on this whole affair is that of Canon Lawyer Ed Peters.  Go read: Rep. Patrick Kennedy should thank God he has such a bishop...

When charity becomes uncharitable: A commentary by Msgr. Ignacio Barreiro Carámbula - Rome Office of HLI

This needs no further commentary. Thanks to Life Site News for carrying it, and to Fr. K for alerting me to it.

EDIT: After reading the commentary and giving it some thought, I would like to state that I felt there should have been a Catholic funeral because we cannot know to what depth and scope he may have repented, even after he was unable to speak. However, I did not feel his funeral should have been public. That having been said, I believe much of what Msgr. Ignacio has to say is worthy of pondering. Further, I don't want to suggest that Cardinal O'Malley was uncharitable by the heading of this post. Rather, my thought was that in general, charity for some can be carried to a point that it becomes uncharitable for others, or even for those whom charity is supposedly directed. Mercy can become merciless, if it does not put at the forefront the salvation of one's soul.

Truth, Charity and Mercy: On Satisfying the Requirements for a Catholic Funeral

Commentary by Msgr. Ignacio Barreiro Carámbula, Doctor of Dogmatic Theology and head of the Rome office of Human Life International

Author's Note: The Catholic Church has taught on many occasions on the important duties of Catholic political leaders. A recent event in Boston makes it necessary to reflect again on those teachings. "John Paul II, continuing the constant teaching of the Church, has reiterated many times that those who are directly involved in lawmaking bodies have a 'grave and clear obligation to oppose' any law that attacks human life. For them, as for every Catholic, it is impossible to promote such laws or to vote for them." (Doctrinal Note on some questions regarding The Participation of Catholic in Political, CDF, n. 4.)

September 8, 2009 (LifeSiteNews.com) - True love consists in presenting the saving truths that the Lord has entrusted to His Church with clarity and precision, without any concessions to the spirit of the world. This duty is not only incumbent to the Hierarchy, but to all Catholics and in particular to the persons who have a position of social and political leadership; they have to manifest these teachings and, more importantly, their lives have to be lead in coherence with those teachings.

There is no doubt that example and coherence of life are much more eloquent than a thousand words. This applies especially to the example of those who have a position of public authority. Such as these cannot be selective in the way that they adhere to the teachings of the Church: all teachings are important and they have an inner coherence that is necessary to respect.

At the same time, the teachings of the Church with regards to life and family have a central position because if the right to life from conception through natural death, and the protection the origin of life which is the family, are not respected, all the other rights that a human person might have become illusory.

If a Catholic is engaged in politics, the Church has a right and a duty to request coherence from this person. If, regrettably, this Catholic refuses to be coherent, the Church has the right and the duty to refuse him the reception of the Holy Eucharist as it is established in Canon 915: "Those who have been excommunicated or interdicted after the imposition or declaration of the penalty and others obstinately persevering in manifest grave sin are not to be admitted to holy communion."

Archbishop Raymond Burke, commenting on this canon points out that, "The application [of the canon], therefore, is more necessary than ever, lest the faithful, led astray by the strong cultural trends of relativism, be deceived concerning the supreme good of the Holy Eucharist and the gravity of supporting publicly the commission of intrinsically evil acts. Catholics in public office bear an especially heavy burden of responsibility to uphold the moral law in the exercise of their office which is exercised for the common good, especially the good of the innocent and defenceless. When they fail, they lead others, Catholics and non-Catholics alike, to be deceived regarding the evils of procured abortion and other attacks on innocent and defenceless human life, on the integrity of human procreation, and on the family." (The Discipline Regarding the Denial of Holy Communion to Those Obstinately Persevering in Manifest Grave Sin, Periodica, Vol. 96 (2007), pp 57-58.)

In the same way that publicly incoherent Catholics might be denied communion, these persons can also be denied ecclesiastical funeral rites. The Code of Canon Law establishes, Can. "1184 §1. Unless they gave some signs of repentance before death, the following must be deprived of ecclesiastical funerals: 3/ other manifest sinners who cannot be granted ecclesiastical funerals without public scandal of the faithful."

The Code establishes two cumulative requirements to permit the ecclesiastical funeral of public sinners: some signs of repentance and the avoidance of public scandal of the faithful.

We are informed by the press that the person who received the recent funeral in Boston gave some signs of repentance; but those signs were not specific at all with regards to the many grave and public violations that he committed against the teachings of the Church. Even if the signs of repentance would have been judged sufficient by competent local ecclesiastical authority, the problem of the scandal remains because the ordinary of the place where the funeral was officiated could not have been ignorant that the funeral was going to be turned into a celebration of the life of that particular person.

Here we should also remember the norm of the General Instruction of the Roman Missal that establishes: "382. At the Funeral Mass there should, as a rule, be a short homily, but never a eulogy of any kind." There is ample public evidence provided by the press that this norm was not respected in a recent Boston funeral and that fact is in itself a reasonable source of scandal.

We should also remember that Catholics that are scandalized by this recent funeral in Boston have a right to express their complaints to competent Church authorities in accordance with the instruction "Redemptionis Sacramentum" of the Congregation for Divine Worship of March 25, 2004, that establishes: "184. Any Catholic, whether Priest or Deacon or lay member of Christ's faithful, has the right to lodge a complaint regarding a liturgical abuse to the diocesan Bishop or the competent Ordinary equivalent to him in law, or to the Apostolic See on account of the primacy of the Roman Pontiff. It is fitting, however, insofar as possible, that the report or complaint be submitted first to the diocesan Bishop. This is naturally to be done in truth and charity."

To uphold the teachings of the Church with regards to the responsibility of Catholic political leaders is a two-fold exercise of mercy. First, it is for the good of the soul of the politician. A politician that is acting contrary to fundamental teachings of the Church in his public life is risking his eternal salvation. So to warn this person in due canonical fashion and then, if he persists, to apply to him canonical sanctions will help him to repent and change his life. The Church, sharing the infinite love of Jesus Christ, does not want that any of its members should perish and be deprived of eternal life.

Second, it is an act of mercy towards society, because any thing that tends to confuse or blur the Christian message of salvation damages the ability of the Church to fulfil her saving mission. As a consequence in this particular case it would have been an act of mercy towards all Catholics and to many other persons of good will who suffered scandal by this recent funeral to deny it.

In conclusion, the Church should examine with attention the recent funeral in Boston and determine in an official and authoritative way if corrective action is necessary to avoid the furtherance of this type of scandal in the future.

My Response to Cardinal Sean O'Malley's blogpost on Senator Kennedy's Funeral

I have been a big supporter of church hierarchy making use of various media to connect with the people. When Cardinal Sean O'Malley of Boston started his blog, I thought it was an awesome thing. I have not really offered comments there, until today. His Eminence broke with his usual Friday post, to talk about Senator Ted Kennedy's funeral.

For the record, I understand how upset some people were with the public funeral. However, there are some people - orthodox Catholics among them - who communicate their frustrations with all the tact of a neanderthal.

We all have a right, and sometimes a duty, to communicate to the Sacred Pastors, our concerns. But, those concerns and frustrations must be conveyed with love and respect, ever mindful of the dignity of the person to whom it is directed.

How something is communicated is important. Around the time of his installation, I posted Archbishop Allen Vigneron's "10 Rules for Handling Disagreement Like a Christian". I think it is a good time to revisit those rules. In this case, #1 applies: Rule of Charity: Charity is Primary.

I don't doubt that some people communicated their disapproval of things that took place with the Kennedy funeral in a less than tactful manner, and perhaps even with "vitriol". However, I hope that legitimate points made charitably are not considered vitriol by virtue of the fact that they are being raised.

I did offer my thoughts after reading his full entry. It was made early this morning and is still awaiting moderation as of 5:30pm, while others posted later appear to have been approved. I don't think my comment was uncharitable, and I am glad to have copied it to share here. Hopefully, it will be approved in the Cardinal's combox soon.

You may first want to read Cardinal O'Malley's position: On Senator Kennedy's Funeral

Here is my still unpublished response entered at 7:27am, September 3, 2009. I believe it was charitable, and therefore worthy of being approved by moderators. I have clarified one thing below, bracketed in red:

Your Eminence:

Peace and grace of Jesus Christ be with you!

As a Catholic blogger, and one who spends considerable time reading other Catholic blogs and websites, I did not see the kind of objection you perhaps perceived about Sen. Kennedy having a Catholic funeral. Orthodox Catholics do understand that we do not, and cannot know, the depth and scope of forgiveness he may have sought in his final moments. Therefore, I didn’t really see people objecting to his having a Catholic funeral.

What I did see, and I share this objection, was a public display of the funeral and the manner in which elements of the Mass publicly went against norms – universal – for Catholic funeral Masses.

The funeral should not have been televised, in my humble opinion. It should have been private. By giving it the public show that it had, it not only led people into scandal seemingly justifying that one can promote abortion and gay marriage, and still be a “good Catholic”.

You said, “the Senator’s wake and Catholic funeral were controversial because of the fact that he did not publically support Catholic teaching and advocacy on behalf of the unborn”

This statement lightens reality. It wasn’t that he did not publicly support Catholic teaching and advocate on behalf of the unborn. He worked effectively against Catholic teaching and against the unborn.

I was dismayed not only at how Sen. Kennedy was indeed “canonized” throughout the Mass. Is this common practice in the Archdiocese of Boston? The focus of the funeral Mass was not for the respose of the soul of Sen. Kennedy, but rather a “celebration of his life”.

Some of the intercessions and eulogies were entirely scandalous, including the use of a young boy to plug “health care”, and the subtle dig on homosexuality.
[not really a dig on it, but a plug of it - indirect inferences, so to speak]

Would not the content of those lengthy eulogies have been more appropriate the night before, or at a luncheon afterwards? I was shocked at the vulgarity and unvirtuous references in some of the comments – in the sanctuary no less.

Your Eminence: The Kennedy family, and by extension many politicians, have been led astray by “all sorts of strange teachings” by malformed and disingenous Catholic priests and bishops. When will the scandal end and corrections be made for these things?

The scandal continues. I pray you will work to bring it to an end.

Be assured of my continuing prayers for prudence and holy boldness.

Kennedy Funeral - Catholic Thoughts

There has been much talked about ahead of the Catholic funeral Mass for Teddy Kennedy, such as the excellent piece over at Get Religion: Kennedy, O'Malley, & Benedict XVI. In it, tMatt compares and contrasts the differences between the funerals of Teddy Kennedy, whose actions in congress were often in conflict with the Catholic faith, and his sister Eunice.

There will undoubtedly be a flood of analyses cropping up on the Catholic funeral today. I'll be editing this post to add them as I spot them, so do check back.

From, Robert Royal of The Catholic Thing blogpost: Scandal Time

The American bishops have been admirably clear that the defense of life is not like their other concerns about the poor and social justice. Defense of life occupies a different level. It is the basis for everything else.

Yet most people watching the Kennedy funeral have never heard a word of our bishops’ teachings, except that Catholics are “not single issue voters.” They might with justification believe that you can be a notorious pro-abortion Catholic and still be publicly honored by the Catholic Church. No one mentioned the issue, let alone took steps to make it clear that the Church means business about life.

Some have argued that now is not the time to criticize Edward Kennedy. There will be time enough later. But this is not a matter of criticism. This involves a widespread public misperception of Catholicism – or is it a true perception now? Television coverage of the Mass has spread the image of the Church honoring a well-known Catholic, passionately disrespectful of life. The damage may be irreversible.

Local Canon Lawyer Challenges Abp Wuerl's Interpretation of Canon Law on Politicians and Holy Communion

I'm a little late getting this out due to the busy schedule I've had over the past two weeks, but it's better late than never.

Canon Lawyer, Ed Peters, who teaches at nearby Sacred Heart Major Seminary, and writes periodically on his own blog, In Light of the Law, looks closely at the words of Archbishop Donald Wuerl as they appeared in a "Inside Politics Daily" article: Wuerl: Why I Won't Deny Pelosi Communion.

I don't want to repeat the relevant quotes because Peter's isolates them in his eloquently written post. He presents the quotes offered in the original article, then offers some insight on those things.

Go read: A response to Abp. Wuerl's claims that canon law supports his inaction in regard to Nancy Pelosi. Do read the footnotes.

Archbishop Burke's Address at the National Catholic Prayer Breakfast

Yesterday, Archbishop Raymond L. Burke delivered the keynote address at the 6th National Catholic Prayer Breakfast. Archbishop Burke, formerly of St. Louis, now heads the Apostolic Signatura (the Holy See's equivalent of the Supreme Court, with Burke as "Chief Justice").

EWTN taped the event and will broadcast it starting this Sunday, as follows:

Sun 05/10/09 1:00 PM ET / 10 AM PT
Mon 05/11/09 5:00 AM ET / 2 AM PT
Sat 05/16/09 9:00 AM ET / 6 AM PT

In his address he spoke out on the "Notre Dame Scandal". He called for patriotism in sacramental life. And, he pointed to the number of Catholics appointed by the Obama administration which are participating in the advancement of an anti-life and anti-family national agenda.

Read the full text of Archbishop Burke's address at the National Catholic Prayer Breakfast:

Introduction

1. I am deeply honored to give the Keynote Address at this annual gathering of Catholics to pray for our nation. I express my heartfelt esteem and gratitude to those who, each year, organize and support the National Catholic Prayer Breakfast.

2. The theme of this year's Breakfast is most fitting to the difficult time through which our nation is now passing. Before the fundamental and great challenges which we as a nation are facing, how better to express our patriotism than by celebrating the teachings of our Catholic faith. The most treasured gift which we as citizens of the United States of America can offer to our country is a faithful Catholic life. It is the gift which, even though it has often been misunderstood, has brought great strength to our nation, from the time of its founding. Today more than ever, our nation is in need of Catholics who know their faith deeply and express their faith, with integrity, by their daily living.

3. Although I no longer have my residence in our beloved nation, I am no less bound to practice the virtue of patriotism, taught and exemplified by Our Lord during His public ministry. It is Our Lord Who gives us, in the Church, the grace to practice patriotism as a fundamental expression of the bond of charity which we have, in Him, with our fellow citizens. From my earliest formation in the life of the faith, received at home from my parents and in the Catholic schools, it was clear to me that duty to one's nation, to one's fellow citizens, is integral to our life in Christ in the Church. In the Baltimore Catechism, the virtue of patriotism is joined with filial piety. These essentially connected virtues, in the words of the Catechism, dispose us to honor, love and respect our parents and our country (Revised Baltimore Catechism and Mass, No. 3, New York: Benziger Brothers, Inc., 1949, 1952, no. 135). Surely, the most fundamental expression of patriotism is daily prayer for our homeland, the United States of America, her citizens and her leaders. Our participation in the National Catholic Prayer Breakfast is, I trust, an extraordinary expression of the daily prayer which we all offer for our country, as good Catholics and, therefore, good citizens.

4. It pleases me that today's celebration included a presentation by Mother Shaun Vergauwen, Superior General of the Franciscan Sisters of the Eucharist. I have known Mother Shaun's religious congregation for all the years of my priestly life. The consecrated life of the Franciscan Sisters of the Eucharist is an inspired witness to the truths of our Catholic faith, especially what pertains to the Gospel of Life, and, therefore, also makes a strong contribution to the good of all citizens in our nation.

Growing Crisis in Our Nation

5. I come to you, this morning, with the deepest concern for our nation. I come to you, not as someone who stands outside of our nation but as a citizen who, with you as fellow citizens, takes responsibility for the state of our nation and, therefore, cannot remain indifferent and inactive about what most concerns the good of us all, especially those among us who are small, weak and defenseless.

6. Over the past several months, our nation has chosen a path which more completely denies any legal guarantee of the most fundamental human right, the right to life, to the innocent and defenseless unborn. Our nation, which had its beginning in the commitment to safeguard and promote the inalienable right to "Life, Liberty and the Pursuit of Happiness" for all, without boundary, is more and more setting arbitrary limits to her commitment (cf. The Declaration of Independence: Action of Second Continental Congress, 4 July 1776, in The Constitution of the United States with the Declaration of Independence and the Articles of Confederation, New York: Barnes and Noble Books, 2002, p. 81). Those in power now determine who will or will not be accorded the legal protection of the most fundamental right to life. First the legal protection of the right to life is denied to the unborn and, then, to those whose lives have become burdened by advanced years, special needs or serious illness, or whose lives are somehow judged to be unprofitable or unworthy.

7. What is more, those in power propose to force physicians and other healthcare professionals, in other words, those with a particular responsibility to protect and foster human life, to participate, contrary to what their conscience requires, in the destruction of unborn human lives, from the first or embryonic stage of development to the moment of birth. Our laws may soon force those who have dedicated themselves to the care of the sick and the promotion of good health to give up their noble life work, in order to be true to the most sacred dictate of their consciences. What is more, if our nation continues down the path it has taken, healthcare institutions operating in accord with the natural moral law, which teaches us that innocent human life is to be protected and fostered at all times and that it is always and everywhere evil to destroy an innocent human life, will be forced to close their doors.

8. At the same time, the fundamental society, that is, the family, upon which the life of our nation is founded and depends, is under attack by legislation which redefines marriage to include a relationship between two persons of the same sex and permits them to adopt children. In the same line, it is proposed to repeal the Defense of Marriage Act. At the root of the confusion and error about marriage is the contraceptive mentality - which would have us believe that the inherently procreative nature of the conjugal union can, in practice, be mechanically or chemically eliminated, while the marital act remains unitive. It cannot be so. With unparalleled arrogance, our nation is choosing to renounce its foundation upon the faithful, indissoluble, and inherently procreative love of a man and a woman in marriage, and, in violation of what nature itself teaches us, to replace it with a so-called marital relationship, according to the definition of those who exercise the greatest power in our society.

9. The path of violation of the most fundamental human rights and of the integrity of marriage and the family, which our nation is traveling, is not accidental. It is part of the program set forth by those whom we have freely chosen to lead our nation. The part of the program in question was not unknown to us; it was announced to us beforehand and a majority of our fellow citizens, including a majority of our fellow Catholics, chose the leadership which is now implementing it with determination. For example, I refer to our President's declared support of the Freedom of Choice Act, which would make illegal any legislation restricting procured abortion; his repeal of the Mexico City Policy, permitting U.S. funding of procured abortion in other nations, together with the grant of fifty million dollars to the United Nations Fund for Population Activities which, for example, supported the Republic of China's policy of one child per family by means of government-dictated sterilization and abortion; his proposal to rescind the regulations appended to the federal Conscience Clause, which assure that, not only physicians, but also all health-care workers may refuse to provide services, information or counsel to patients regarding medications and procedures which are contrary to their conscience; his removal of limitations on federal funding of embryonic-stem-cell research, involving the wholesale destruction of human life at the embryonic stage of development; and his choice of the members of his administration, who are remarkable for the number of major officials, including several Catholics, who favor the denial of the right to life to the unborn and the violation of the integrity of marriage and the family. These are only some examples of a consistent pattern of decisions by the leadership of our nation which is taking our nation down a path which denies the fundamental right to life to the innocent and defenseless unborn and violates the fundamental integrity of the marital union and the family.

10. As Catholics, we cannot fail to note, with the greatest sadness, the number of our fellow Catholics, elected or appointed by our President to public office, who cooperate fully in the advancement of a national agenda was is anti-life and anti-family. Most recently, the appointment of a Catholic as Secretary of Health and Human Services, who has openly and persistently cooperated with the industry of procured abortion in our nation, is necessarily a source of the deepest embarrassment to Catholics and a painful reminder of the most serious responsibility of Catholics to uphold the natural moral law, which is the irreplaceable foundation of just relationships among the citizens of our nation. It grieves me to say that the support of anti-life legislation by Catholics in public office is so common that those who are not Catholic have justifiably questioned whether the Church's teaching regarding the inviolable dignity of innocent human life is firm and unchanging. It gives the impression that the Church herself can change the law which God has written on every human heart from the beginning of time and has declared in the Fifth Commandment of the Decalogue: Thou shalt not kill.

11. As is clear, the anti-life and anti-family path down which our nation is being led has repercussions for many other peoples who rely upon the United States for aid or who are influenced by the international policies upon which our nation insists. The interest of so many nations in our recent presidential election is a clear sign of the world leadership which our national leadership exercises. What those who were so enthused about the strong message of change and hope in the United States, delivered during the last election campaign, are now discovering is a consistent implementation of policies and programs which confirm and advance the culture of death, which can only finally leave our world without the great hope, described by our Holy Father Pope Benedict XVI in these words:
Let us say once again: we need the greater and lesser hopes that keep us going day by day. But these are not enough without the great hope, which must surpass everything else. This great hope can only be God, who encompasses the whole of reality and who can bestow upon us what we, by ourselves, cannot attain. The fact that it comes to us as a gift is actually part of hope. God is the foundation of hope: not any god, but the God who has a human face and who has loved us to the end, each one of us and humanity in its entirety. His Kingdom is not an imaginary hereafter, situated in a future that will never arrive; his Kingdom is present wherever he is loved and wherever his love reaches us.
His love alone gives us the possibility of soberly persevering day by day, without ceasing to be spurred on by hope, in a world which by its very nature is imperfect. His love is at the same time our guarantee of the existence of what we only vaguely sense and which nevertheless, in our deepest self, we await: a life that is truly life (Pope Benedict XVI, Encyclical Letter Spe salvi, On Christian Hope, 30 November 2007, Acta Apostolicae Sedis no. 31).

The change which brings hope can only be the renewal of our nation in the divine love which respects the inviolable dignity of every human life, from the moment of its inception to the moment of natural death, and which creates and gives growth to new human life through the love of man and woman in marriage. Any hope which is incoherent with the great hope is truly illusory and can never bring forth justice and its fruit, peace, for our nation and world.

Addressing the Crisis

12. How can we as Catholics address effectively the critical situation of our nation in what pertains to the fundamental right to life and the integrity of the family? What does the virtue of patriotism, together with all of the virtues inspired by the Holy Spirit dwelling within us, require of us for the common good, for the good of the whole nation? First and foremost, it demands what we are doing this morning, that is, prayer, and the serious reflection which arises from our communion with God in prayer.

13. When Our Lord descended from the Mount of the Transfiguration, he found that his disciples had tried, without success, to help a boy afflicted by an unclean spirit. Our Lord then cast out the unclean spirit, prompting his disciples, when they were alone with Him, to ask why they had been unable to free the boy from his affliction. Our Lord responded with these words: This kind cannot be driven out by anything but prayer and fasting (Mk 9:29). Our Lord reminded them that the good which they wished to accomplish in the face of great evil could only be attained through prayer and fasting. In other words, evil cannot be overcome by our own forces alone, but by the grace of God which inspires and strengthens our thoughts and actions. It is Christ alone who has accomplished the victory over sin and its most evil fruit, eternal death, and it is Christ alone, in the Church, who continues to bring forth the fruits of His victory in our lives and in our world.

14. In the battle for the protection of the right to life and for the safeguarding of the integrity of marriage and the family in our nation, we are easily tempted to give way to discouragement. And it would be right to do so, if the outcome of the battle depended upon us alone. But it does not. Christ is with us always in the Church and, in a particular way, in the struggle to restore the respect for the right to life of all of our brothers and sisters, especially those who are helpless and who have the first title to our care, and to safeguard the integrity of marriage and the family. Christ Who is the Gospel of Life, encountered in prayer and through the Sacraments, will give us the strength to announce His word of life and to act upon His word of life, on behalf of all in our nation, especially those who depend upon us to care for them and protect their God-given rights.

15. If we are serious about our patriotic duty, then we must pray everyday for our leaders, especially our President, and our nation. We should also practice more fervently our fasting and abstinence for the conversion of our lives and the transformation of our society. If we want to act for the common good, the good of all, in our nation, then we will seek to convert our lives each day to Christ, especially through the Sacraments of Penance and the Holy Eucharist. Christ desires to announce the Gospel of Life and bring about its saving effects in our nation by the complete conversion of our lives to Him for the sake of all our brothers and sisters, without boundary, and for the sake of the preservation of the sanctuary of human life, marriage and the family.

16. At various times of great crisis in our nation and in the world, the Holy Father and our Bishops have called upon all Catholics to offer special prayers for the nation and for the world. I recall so well, from my youth, the Leonine Prayers offered at the conclusion of every Mass to address the growing threat of atheistic materialism in our world. Remember, too, how Pope Saint Pius V, in 1571, called upon the whole Church to pray, especially through the intercession of the Blessed Virgin Mary, when the Christian world was under attack by the Turks. After the victory of the Battle of Lepanto, on October 7, 1571, he established October 7th as an annual feast in honor of Our Lady of the Rosary and introduced the title of Mary Help of Christians into the Litany of Loreto. In the present crisis, praying daily the Rosary for our nation and invoking daily the intercession of Mary Help of Christians will be powerful forces for the victory of life and love.

17. At every Mass, we should offer special prayers for our nation and her leaders, in order that the culture of death may be overcome and a civilization of love may be steadfastly advanced. All Catholics throughout the nation should take part in Eucharistic adoration and in the praying of the Rosary for the restoration of the respect for human life and for the safeguarding of the integrity of the family. In our prayers, we should seek, above all, the intercession of the Blessed Virgin Mary, under her title of the Immaculate Conception. Mary Immaculate is the patroness of our nation. In a most wonderful way, she appeared, on our continent, in what is present-day Mexico City, in 1531, as the Immaculate Mother of God, in order to manifest the all-merciful love of God toward His children of America. Through her example and intercession, the Native Americans and Europeans, who were on the brink of a most deadly conflict, were brought together to form one people under her maternal care, and the widespread practice of human sacrifice among the native people was brought to an end. In our time, in many parishes and dioceses there are campaigns of prayer for our nation and her leaders. May these powerful spiritual works continue and prosper, so that, through prayer and fasting, the grave evils of contraception, procured abortion, euthanasia, the experimentation on embryonic human life, and so-called same-sex marriage may be overcome in our nation.

18. Connected with our prayer must be the thoughtful and faithful reflection upon the Church's teaching on the respect for all human life and the integrity of the family. In our homes, in our Catholic schools and universities, in parish study groups, and in everyday conversations and discussions with our neighbors, we are called to give an uncompromising witness to the Gospel of Life. Parents, parish priests and institutions of Catholic education must be aware of the constant anti-life and anti-family messages which constantly bombard us and our young people. One has only to think, for example, of the corruption of the goodness of our youth by the multi-million dollar industry of pornography, especially on the Internet. Our reflection as individuals and groups must open our eyes to the gravity of the situation in our nation, lest we fail to take responsibility for the widespread attacks on human life and the family. Our reflection must help us all and, in a particular way, our young people to see the godless secularism and relativism which underly and justify our nation's anti-life and anti-family programs, policies and laws.

19. Our encounter with the world must be clear and uncompromising. Parents must reflect in their daily living the lifelong and rich fruit of the Gospel of Life, which they are called to teach to their children. Catholic educational institutions must devote themselves ever more strenuously to the study of the truths of the faith, addressing them to the moral challenges of our time. In a culture marked by widespread and grave confusion and error about the most fundamental teachings of the moral law, our Catholic schools and universities must be beacons of truth and right conduct. Clearly, the same is true of our Catholic charitable, missionary and healthcare institutions. There can be no place in them for teaching or activities which offend the moral law. Dialogue and respect for differences are not promoted by the compromise and even violation of the natural moral law. The profound granting of an honorary doctorate at Notre Dame University to our President who is as aggressively advancing an anti-life and anti-family agenda is a source of the gravest scandal. Catholic institutions cannot offer any platform to, let alone honor, those who teach and act publicly against the moral law. In a culture which embraces an agenda of death, Catholics and Catholic institutions are necessarily counter-cultural. If we as individuals or our Catholic institutions are not willing to accept the burdens and the suffering necessarily involved in calling our culture to reform, then we are not worthy of the name Catholic.

Catholics and Public Life

20. Our prayer and conversion of life, and the serious reflection upon and study of the truths of the moral life, both as individuals and in our Catholic institutions, require that we accept our responsibility as citizens to work tirelessly to change unjust programs, policies and laws. In a nation set so firmly on a path of violation of the most fundamental moral norms, Catholics and others who adhere to the natural moral law are pressured to think that their religious commitment to the moral law as the way of seeking the good of all is a merely confessional matter which cannot have any application in public life. Apparently, a number of Catholics in public life have been so convinced. How often do we hear Catholic legislators who vote in favor of anti-life and anti-family legislation claim that they are personally opposed to what the legislation protects and fosters, but that they as public officials may not allow religious beliefs to affect their support of such legislation? How often do we hear fellow Catholics supporting candidates for office, who are anti-life and anti-family, because of political-party loyalties or for reasons of other policies and programs supported by the candidate, which they deem to be good? How often is such thinking justified by the claim that religious faith is a purely private matter and has no place in the public forum? On the contrary, the common good depends upon the active engagement of religious faith in the public forum.

21. Addressing the role of the Church in the political order, Pope Benedict XVI reminds us:

- It must not be forgotten that, when Churches or ecclesial communities intervene in public debate, expressing reservations or recalling various principles, this does not constitute a form of intolerance or interference, since such interventions are aimed solely at enlightening consciences, enabling them to act freely and responsibly, according to the true demands of justice, even when this should conflict with situations of power and personal interest (Pope Benedict XVI, Ad Congressum a Populari Europae Faction provectum, Acta Apostolicae Sedis 98 [2006], 344)."

- In his Encyclical Letter Deus caritas est, our Holy Father reminded us of the great gift of our faith which enables reason to do its work more effectively and to see its proper object more clearly (Pope Benedict XVI, Encylical Letter Deus caritas est , On Christian Love, 25 December 2005, Acta Apostolicae Sedis 98 [2006], 239, no. 28). When the Church addresses her social teaching to issues of the common good, she has no intention of giving the Church power over the State or to impose on those who do not share the faith ways of thinking and modes of conduct proper to faith (Deus caritas est, no. 28). Her aim, which is our aim as patriotic Catholics, is simply to help purify reason and to contribute, here and now, to the acknowledgment and attainment of what is just (Deus caritas est, no. 28). In addressing the critical issues of our nation, the Church and we, as her faithful sons and daughters, intervene on the basis of reason and natural law, namely, on the basis of what is in accord with the nature of every human being (Deus caritas est, no. 28).

22. Our uncompromising commitment to protect the inviolable dignity of innocent human life and to safeguard the integrity of marriage and the family are not based on peculiar confessional beliefs or practices but on the natural moral law, written on every heart and, therefore, a fundamental part of the Church's moral teaching. At the same time, what is always and everywhere evil cannot be called good for the sake of accomplishing some other good end. All of us must be concerned about a wide range of goods which are important to the life of our nation, but the concern for those goods can never justify the betrayal of the fundamental goods of life itself and the family. We must take care to uproot from our moral thinking any form of relativism, consequentialism and proportionalism, which would lead us into the error of thinking that it is sometimes right to do what is always and everywhere evil.

23. An important part of our moral reflection must include a clear understanding of the principles regarding cooperation in evil, especially by the act of voting. Too often, in our time, our inability to accomplish all that we should for the sake of the defense of the right to life and of the protection of the integrity of the family is used to justify the direct choice of a political leader who espouses a position or positions in violation of the natural moral law. The Servant of God Pope John Paul II, in his Encyclical Letter Evangelium vitae, addresses at length the question of cooperation in evil which violates the dignity of innocent human life. He offers as an example the case of a legislator who has the possibility of voting for a law which would restrict the evil of procured abortion, even though it would not eradicate it completely. He concludes that the legislator could vote for the legislation, while his own opposition to procured abortion remains clear, for his vote does not in fact represent an illicit cooperation with an unjust law, but rather a legitimate and proper attempt to limit its evil aspects (Pope John Paul II, Encylical Letter Evangelium vitae , On the Good and Inviolability of Human Life, 25 March 1995, Acta Apostolicae Sedis 87 [1995], 487, no. 73). In an analogous manner, as voters, we are often faced with a choice among candidates who do not fully oppose unjust laws. In such a case, we must choose the candidate who will most limit the evil effects of unjust laws. But, there is no element of the common good, no morally good practice, which a candidate may promote and to which a voter may be dedicated, which could justify voting for a candidate who also endorses and supports the deliberate killing of the unborn, euthanasia or the recognition of a same-sex relationship as a legal marriage. The respect for the inviolable dignity of innocent human life and for the integrity of marriage and the family are so fundamental to the common good that they cannot be subordinated to any other cause, no matter how good it may be.

24. In the present situation of our nation, a serious question has arisen about the moral obligation of Catholics to work for the overturning of the Supreme Court decisions in Roe v. Wade and Doe v. Bolton. There are those who would tell us that such work is futile and, therefore, is to be abandoned, so that we can devote ourselves to help prevent individuals from choosing abortion. As Catholics, we can never cease to work for the correction of gravely unjust laws. Law is a fundamental expression of our culture and implicitly teaches citizens what is morally acceptable. Our efforts to assist those who are tempted to do what is always and everywhere wrong or are suffering from the effects of having committed a gravely immoral act, which are essential expressions of the charity which unites us as citizens of the nation, ultimately make little sense, if we remain idle regarding unjust laws and decisions of the courts regarding the same intrinsic evils. We are never justified in abandoning the work of changing legislation and of reversing decisions of the courts which are anti-life and anti-family.

Conclusion

25. As we gather this morning to pray for our nation, let us draw courage and strength from the glorious pierced Heart of Our Lord Jesus. Let us not give way to discouragement in our exercise of patriotism but rather be confident of the essential contribution which our Catholic faith makes to the life of our nation.

26. May the courage and strength which comes to us from the Sacred Heart of Jesus enlighten our minds to see more clearly the gravity of the situation of our nation and inflame our hearts to do our part to transform the life of our nation, in accord with the natural moral law, that is, with what is just and serves the good of all. Let us draw courage and strength from the Sacred Heart of Jesus through prayer and the Sacraments, especially the Sacraments of Penance and the Holy Eucharist. May the courage and strength of Christ guide our reflection on the state of our nation and lead us to that just action, taught to us by our faith, which serves the good of all.

27. Invoking the intercession of Mary Immaculate, Our Lady of Guadalupe, Mother of America, let us pray today and everyday that we as Catholics, true to our faith and, therefore, patriotically devoted to our nation, may promote respect for all human life, safeguard the sanctity of marriage and the family, and, thereby, foster the good of all in the nation and in the world.

Thank you. God bless you.

Bishops applying Canon 915 to be backed by Washington and Arlington bishops?

Deal Hudson has offered some interesting thoughts on the matter of Canon 915 and traveling politicians. It sounds like Catholic politicians whose bishops have asked them not to receive Holy Communion, will be subject to that while in the Washington and Arlington dioceses. As Deal points out, this sets a precedent - one that may influence bishops in this area, if they know they will be backed.

From Lifesite News - Commentary: Closing Ranks on Canon 915: Bishops Confirm that Sebelius Should Not Receive Communion

Gov. Kathleen Sebelius received some good news last week when abortionist Dr. George Tiller was found not guilty of breaking state laws regulating late-term abortion. The relationship between Tiller and Sebelius would surely have played a role in her upcoming confirmation hearings had he been found guilty.

But Governor Sebelius got some bad news as well -- something not noticed much in Catholic media or the secular press. The bishops of Washington, D.C., and Arlington, Virginia, confirmed publicly they would uphold the declaration of her ordinary, Archbishop Joseph Naumann of Kansas City, stating that Governor Sebelius should not present herself for communion.

A spokeswoman for the Washington Archdiocese, Susan Gibbs, said Archbishop Donald Wuerl would expect Sebelius to follow Bishop Naumann's request while in Washington. Joelle Santolla, spokeswoman for the Arlington Diocese, announced that Bishop Paul Loverde would expect the same while she was in Northern Virginia.

That Archbishop Wuerl and Bishop Loverde would back up Bishop Naumann in regard to the future Secretary of Health and Human Services is a significant development in the effort of some bishops to enforce Canon 915: "Those upon whom the penalty of excommunication or interdict has been imposed or declared, and others who obstinately persist in manifest grave sin, are not to be admitted to holy communion."

This will send the message to other bishops that if they choose to pronounce members of Congress from their dioceses unfit for communion, their authority will be respected in D.C. and across the Potomac in Virginia. The ramifications are enormous: For example, if Sean Cardinal O'Malley of Boston stated publicly that Sen. John Kerry was in violation of Canon 915, he would not have been able to receive communion at Pope Benedict XVI's Mass in Washington, D.C., a year ago. Rep. Nancy Pelosi would not have been able to celebrate her elevation to speaker of the House with a special Mass at Trinity College, if Archbishop Neiderhauer had found her wanting according to the standard of Canon 915.

Some will argue that neither Archbishop Wuerl nor Bishop Loverde will attempt, through their priests, to deny Governor Sebelius communion. But this misses the point, and the significance, of how the combined statements of Bishops Naumann, Wuerl, and Loverde have created a new and more vulnerable situation for the pro-abortion Catholic members of Congress. As Archbishop Raymond Burke has explained, Bishop Naumann did not impose a "sanction" on Governor Sebelius; Bishop Naumann asked Sebelius, not the clergy, to apply Canon 915 to herself.

But if Sebelius were to receive communion in D.C. or Northern Virginia, it would likely generate a news story that would mushroom quickly, involving the priest who administered communion and his bishop. This is not news coverage that Sebelius, or the Obama administration, would want to deal with.

No doubt there are priests in both dioceses who would have little compunction about giving communion to pro-abortion Catholic politicians, but whether they want to get into a media-generated spat with their bishop over a high-profile politician is another matter.

A final point: Archbishop Wuerl and Bishop Loverde's collegial response to Bishop Naumann destabilizes the relationship between pro-abortion Catholic politicians and their bishops back home. The question will arise as to why Governor Sebelius should be the only politician in Washington who has been called to account under Canon 915. What about the dozens of others in Congress who have a 100 percent pro-abortion voting record? What about Vice-President Joe Biden himself?

Will other bishops seize this opportunity to apply Canon 915 to politicians in their dioceses, knowing that Archbishop Wuerl and Bishop Loverde will back them up? Given the determination of the Obama administration and the Congress to roll back all restrictions on abortion, I wouldn't be surprised.

Archbishop Raymond L. Burke on Gov. Sebelius for HHS

Archbishop Raymond L. Burke, who now heads the Apostolic Signatura - the Church's highest court, has discussed the nomination of Missouri Gov. Kathleen Sebelius to lead the HHS. From Catholic News Agency:

San Diego, Calif., Mar 14, 2009 / 06:08 am (CNA).- Kansas Gov. Kathleen Sebelius’ nomination as Secretary of Health and Human Services is "sad" and "the source of greatest embarrassment" because she has repeatedly betrayed her Catholic faith through her "well known" support for legal abortion, Archbishop Raymond L. Burke has commented.

The archbishop, formerly of St. Louis, Missouri, is now Prefect of the Supreme Tribunal of the Apostolic Signatura. His duties in that office include ensuring that the Church operates correctly under canon law.

In a written interview with Thomas J. McKenna of Catholic Action for Faith and Family, Archbishop Burke remarked that the governor’s nomination to President Barack Obama’s Cabinet "saddens me on several scores."

"First of all, it is sad for our nation to have a person who favors the right to kill the unborn in the womb placed in charge of the federal office with responsibility for health and human services. No matter how good Governor Sebelius’ record regarding other human life concerns may be, if she is not committed to the safeguarding of human life from its very inception, she should not be entrusted with the questions of health and human services for our nation."

As a Roman Catholic, Gov. Sebelius’ appointment is "the source of the greatest embarrassment because she has publicly and repeatedly betrayed her Catholic faith, in the most fundamental tenet in the most fundamental tenet of the moral law, that is, the law to safeguard and foster human life from the moment of its inception to the moment of natural death."

"Her position on the question of procured abortion is the source of the greatest scandal to Catholics and to all who uphold the natural moral law," he continued.

Additionally, Archbishop Burke said, the governor "obstinately remained in her moral error" despite being admonished by at least three of her bishops, including Archbishop of Kansas City Joseph Naumann.

He added that Archbishop Naumann had proceeded "in perfect accord" with canon law by trying to help Gov. Sebelius recognize and correct her "grave error."

"When she refused to do so, he had no choice but to remind her that the Church’s discipline requires that persons who publicly and obstinately remain in serious sin must be denied Holy Communion," he added.

"Archbishop Naumann acted with exemplary pastoral charity in the matter, protecting the Body and Blood of Christ from unworthy reception, preventing the governor from the commission of the most serious sin of sacrilege, and ending the great scandal caused by the governor’s unworthy reception of the Body and Blood of Christ," Archbishop Burke told Catholic Action for Faith and Family.

He said Archbishop Naumann was justified in his action, which also fulfilled "one of his most solemn duties as a pastor," that is, ensuring care of the Blessed Sacrament and the worthy reception of Holy Communion.

"He has spoken the truth with love. More than that cannot be asked of any shepherd of the flock," Archbishop Burke wrote.

Asked if other bishops in or near Washington, D.C. would be obliged to enforce Archbishop Naumann’s "sanction," Archbishop Burke explained that the Kansas City prelate did not impose a sanction but "simply made clear her canonical status in regards to the reception of Holy Communion anywhere."

"No Catholic who publicly and obstinately remains in serious sin can receive Holy Communion," he added.

Archbishop Naumann "only did what was his duty as Bishop" under canon law, Archbishop Burke remarked to Catholic Action for Faith and Family.

"Whether Governor Sebelius is in the Archdiocese of Kansas City in Kansas, or in any other diocese, she should not present herself for Holy Communion because, after pastoral admonition, she obstinately persists in serious sin."

LifeNews: Senate Defeats Pro-Life Amdt to Stop Funding UNFPA-ForcedAbortions

Washington, DC -- The Senate on Thursday rejected an amendmentthat would have stopped the sending of taxpayer funds to theUnited Nations Population Fund. That's the UN agency that hasbeen found to have supported the Chinese population control program that relies on forced abortions and sterilizations.

The Senate voted 55-39 against the amendment, with a handful ofDemocrats joining most Republicans in voting pro-life for it.

Full story, voting record, and action alert at LifeNews

I'm sure someone is working on a list of Catholic politicians who voted against this. What is so sickening about this to me is the problem highlighted in China. Abortions are being forced, often violently and our tax dollars will be funding it.

WHERE ARE THE FEMINISTS????

Oh, I forgot....they were busy voting the for the oppression and abuse of women and babies in other countries.

OSV Interview: Archbishop Naumann speaks on Sebelius

There is a good interview at Our Sunday Visitor online. It was conducted by Valerie Schmalz with Archbishop Naumann of Kansas City, Kansas - the home state of Obama's new HHS pick.

Here is the lead-in to the interview, which you can pick up in full at OSV.

Archbishop Joseph Naumann of Kansas City counts among his flock Kansas Gov. Kathleen Sebelius, a Catholic and a strong supporter of abortion rights, who was just tapped by President Obama to head the Department of Health and Human Services.

The archbishop last year publicly asked her to not receive Communion until she changed her views and made a sincere sacramental confession.

In an interview with OSV this morning, he disclosed some of the back story to his decision, said that claims by a Catholic group that she is actually pro-life are "very, very dishonest," described the process — on a case-by-case basis — bishops need to take with a pro-choice politician in their jurisdiction, and reacted to pro-life Kansas Sen. Sam Brownback's warm reception of Sebelius' nomination.

Senator Casey's Spokesman: Vote against Martinez Amendment did not conflict with pro-life views

This is the first response we are seeing out of Senator Robert Casey Jr.'s office since Bishop Martino published his second open letter to the politician on February 26th.

(CNSNews.com) - Sen. Robert Casey Jr.’s office told CNSNews.com on Monday that the Pennsylvania Democrat’s vote against an amendment that would have revived the Mexico City Policy did not conflict with his pro-life views.

[snip]

Casey campaigned in 2006 as a pro-life Democrat. His father, Gov. Robert Casey, was well known for breaking with the party over the
abortion issue and was publicly shunned by the national Democratic Party.

Casey’s vote against extending the Mexico City policy is not in contradiction to his Catholic or pro-life principles, said Smar [Larry Smar is Casey's spokesman].

“In accordance with his pro-life views, Senator Casey voted recently to rescind Mexico City Policy, thus allowing U.S. funding of family planning services to international aid organizations,” Smar told CNSNews.com.

[snip]

Smar said the vote was for family planning services abroad, not abortion.

But the diocese letter to Casey last week charged that Casey’s office “continually misrepresented” the vote. “The Mexico City Policy is, first and foremost, about abortion, not about family planning,” Bishop Martino wrote.

Stay tuned....and don't forget to pray for the conversion of Catholic politicians.

While you are at it, pray for our bishops. As interesting as it all is to read, this is a very heavy cross for any bishop to carry.

The USCCB's Perfect Storm: So-called Catholic politicians, educators, and journalists

If you were out in boat as three storms were about to converge over you, would you not drop to your knees and pray?

There are many attacks on the Catholic Church today. Groups of so-called Catholics are working in concert to generate a perfect storm for our bishops.

The consciences of these so-called Catholics are either uninformed or malformed, or their intellect has been clouded through their own sinful desires and actions.

Jesus Christ is the same yesterday, today, and forever. But, this group would have us believe that Jesus is ever changing with the world over time. They advance "all sorts of strange teachings" (Heb 13:9) working to convince us that truth is something which can be designed by our own desires. They are undermining our bishops, feeding the media "doctrines" that are completely foreign to clear and consistent teachings. They take what is simple and make it complex so as to confuse the flock.

It amounts to "designer-morality" yet these people do not realize that the Church is not like Burger King where you get to "have it your way". They hold virtue as a vice, and value the ways of the world. Being politically correct is of great importance, even if it means being morally incorrect.

Is it any wonder why certain segments of the Church have been indifferent or even hostile toward's the Blessed Virgin Mary? She was a model of humility and obedience. Christ was obedient unto death, death on a cross? Perhaps that is why some so-called Catholics have made every effort to eliminate the cross not only from our parishes, but from or consciences.

The bishops have their work cut out for them. Pray for them. Pray that they:
"...proclaim the word; be persistent whether it is convenient or inconvenient; convince, reprimand, encourage through all patience and teaching. For the time will come when people will not tolerate sound doctrine but, following their own desires and insatiable curiosity, will accumulate teachers and will stop listening to the truth and will be diverted to myths. " (2 Timothy 4:2-4)
Do we need any further evidence that the time is here?
